What is the difference between a registrar and a registry?
A domain name registrar is a business that deals directly with domain name registrants. i.e. the end user wishing to register his or her individual or company domain name. The registrar will take the information from the registrant and, providing that the requested domain name is available and the required fee is paid, will forward it to the registry via the domain name server, where the domain name will be registered for use by the registrant.

An Internet domain registry is an entity that receives domain name system (DNS) information from one of the domain name registrar businesses. The registry then inserts this information into a centralized database and enables it to be placed in Internet zone files so that domain names can be found around the world via the World Wide Web and E-mail.
